October 2002 Meeting Minutes

Greetings Histgrads! What follows are the minutes from today¹s organization meeting for the History Graduate Students¹ Association. This is a department-wide group interested in enhancing the cohesiveness and power of our graduate community, and we encourage everyone to participateŠwe had oreos and wheat thins!

Minutes:

Introduction to HGSA. HGSA is an association of History Graduate Students and is an officially recognized group by the UCSB GSA.

Department Committee Openings: The following departmental committees will have a seat for a graduate student representative.

--Colloquium Committee

--Computer Committee

--Academic Planning

--Curriculum

--Diversity

--Graduate Studies Committee (limited)

--Graduate Placement Officer

--Public History Committee

--World History Committee

--Comparative Gender Committee

It was decided unanimously that a call for nominations for committee service would go out over histgrad, in an email separate from this one. Nominations will be due next Wednesday, October 23. Following that, paper ballots will be placed in the box of every graduate student. You are asked to mark the ballot and submit it to the box that will be in the mail room.

Suggestions for HGSA ad hoc committees: See below.

Discussion and ratification of the HGSA constitution: This was fairly basic. The faculty sponsor is Prof. Logevall. There are 4 elected offices, President, Vice-President, Treasurer and Secretary. Terms run through May, 2003. All History Graduate Students are members, having voting rights, and there are no dues. The constitution was unanimously approved. Its text is quoted as follows:

Article I: Name
A) The official name of the organization is: History Graduate Students Association (GSA-History)

Article II: Purpose
A) The organization's purpose is: To be the voice of history graduate students in departmental and university-wide affairs. To promote social interaction among graduate students.

Article III: Membership Requirements
A) Voting members of this organization must meet the following requirements: must be a currently-registered graduate student in the UCSB History department.

Article IV: Officers/Elections
A) The titles and duties of the officers of this organization shall be:
President- presides over meetings; meets/confers with department chair as necessary.
Vice-president- presides over meetings when President is absent; assists the President.
Secretary- records official minutes for meetings.
Treasurer- In charge of finances.
B) The term of office shall be: one academic year (May to May)
C) The requirements for persons running for and holding office shall be: must be a currently-enrolled graduate student.
D) The nomination and election of officers is held: each May
E) The nomination of officers is conducted as follows: any member can nominate candidates for office including themselves.
F) The election of officers is conducted as follows: show of hands; secret ballot if at least two members present request it.
G) Officers may be removed from office by the following procedure: a majority vote at a regular meeting will call for a special election meeting to remove the officer. At the special election meeting, two-thirds of members by a secret ballot must vote to remove the officer.
H) Vacancies occurring in any elective office between regular election times are filled as follows: nomination and majority of the vote at the next regular meeting.

Article V: Meetings
A) Meetings of this organization are conducted according to the following requirements: Frequency- at least three times per quarter. Quorum- seven members. Procedure- UCSB Office of Student Life Parliamentary Procedure

Article VIII: Financial Matters
A) No Membership Dues

Article IX: Constitutional Amendments
A) This constitution may be amended as follows: Two-thirds vote of members at a membership meeting.

Issues from the floor/Ad Hoc committee suggestions: David Torres-Rouff suggested that the HGSA embark on a T-Shirt project. Anthropology Dept. GSA has been _very_ successful with this. The attendees agreed, and left David to report back ASAP. As a note, anyone who is interested should begin conceiving of T-Shirt designs with a history theme (early maps, electoral handbills, old advertisements, knights in battle, etcŠ). Provisionally, there will be a contest and the winning shirts will be made and sold.

There was discussion of what times might be more successful for meeting. Thursday evenings at about 5 pm were generally agreed upon. No specific meeting time was set for the next meeting, but it will likely be held the second week in November.
